There was a bunch of repeated code in the calls to the transaction
callbacks. Consolidate it all in one function and call that from the
various transaction handling functions.

* The new callback contains parameters for paging
* Goal is to replace ca_statedata callback
* New plugin callback when lock/unlock occurs
