* The new callback contains parameters for paging

* if the first netconf operation to a backend was lock;get;unlock, the lock was broken in the first get access.
* This enables that RPOC handles can call commit and validate via lib
* The commit/validate API is now: `candidate_validate()` and `candidate_commit()`
