1f5df800bc Restconf: Added fallback mechanism for non-ALPN HTTPS 
* Set `CLICON_RESTCONF_NOALPN_DEFAULT` to `http/2` or `http/1.1`
  * For http/1 or http/2 only, that will be the default if no ALPN is set.
