- Moved all extended internal NETCONF attributes to the clicon-lib namespace
C-API:
- wrapped most attribute creation into new fn xml_add_attr()
* Follows RFC7950 Sec 15.1 and 15.6 more closely

Tests: ensure all netconf requests with identityref have declared namespaces.

New API is as follows:
* `clixon_xml2file()` - Print internal tree as XML to file
* `clixon_xml2cbuf()` - Print internal tree as XML to buffer
* `clixon_json2file()` - Print internal tree as JSON to file
* `clixon_json2cbuf()` - Print internal tree as JSON to buffer
* `clixon_cli2file()` - Print internal tree as CLI format to file
* `clixon_txt2file()` - Print internal tree as text format to file
* Added `skiptop` parameter, if set only apply to children of a node, skip top node
* default is 0
* Functions are merged, ie removed and replaced with more generic functions
* `xml2json_cbuf()`: Added `skiptop` parameter: `xml2json_cbuf(..., int skiptop)`
* `xml2json()` and `xml2json_cb()` merged into `xml2json_file()` with `skiptop`
* Replace `xml2json(...)` with `xml2json_file(..., stdout, 0)`
* Replace `xml2json_cb(...)` with `xml2json_file(..., 0)`
* `clicon_xml2cbuf()`: Added `skiptop` parameter: `clicon_xml2cbuf(..., int skiptop)`

* Some openconfig specs seem to have use/when before a "config" which it depends on. This leads to XML encoding being in the "wrong order.
* When parsing, clixon now sorts container/list statements so that sub-statements with WHEN are put last.

* Several cases were not implemented fully according to RFC 7950
* Do not extend default values if when statements evaluate to false
* Do not allow edit-config of nodes if when statements evaluate to false (Sec 8.3.2)
* If a key leaf is defined in a grouping that is used in a list, the "uses" statement MUST NOT have a "when" statement. (See 7.21.5)

* This means that files and datastores supporting modstate also looks for deleted or updated yang modules.
* A stricter binding which gives error if loading outdated YANG file does not exist.

* You can revert this behaviour (to clixon pre-4.6 behaviour) by enabling `CLICON_NAMESPACE_NETCONF_DEFAULT`
* This API change is a consequence of: [copy-config's RPC cxobj parameter does not contain namespace #131](https://github.com/clicon/clixon/issues/131)
* NACM recovery user session is now properly enforced. This means that if `CLICON_NACM_CREDENTIALS` is `except` (default), then a specific `CLICON_NACM_RECOVERY_USER` can make any edits and bypass NACM rules.
* If a default value is replaced by an actual value, RESTCONF return values have changed from `204 No Content` to `201 Created`
* clixon-config.yang: Removed default valude of CLICON_NACM_RECOVERY_USER
* Enforcing RFC 7950 Sec 7.6.1 means unassigned top-level leafs (or leafs under non-presence containers) are assigned default values.
* NACM default behaviour is read-only (empty configs are dead-lockedd)
* This applies if NACM is loaded and `CLICON_NACM_MODE` is `internal`
* Fixed: [default values don't show up in datastores #111](https://github.com/clicon/clixon/issues/111)
1. Added #ifdef extern "C" to public header files.
2. Changed variables that are key words in c++, to different names (like ns instead of namespace).
3. Changed char* to const char* for constant strings.
