* Netconf Startup feature is no longer hardcoded, you need to explicitly enable it (See RFC 6241, Section 8.7)
  * Enable in config file with: `<CLICON_FEATURE>ietf-netconf:startup</CLICON_FEATURE>`, or use `*:*`
